Rules and Regulations

Any claims for enhanced fire performance should be covered in the scope of a fire classification report and a fire treatment certificate. Do not assume that if a fire retardant treatment has been applied and it will meet the standard. The classification document for  EN13501-1 is used by manufacturers and their clients to demonstrate that the product has achieved the required level of performance. A classification report is very specific and is generated by a Notified Body, i.e., regulated laboratory/test houses which have to follow strict procedures a list is available from  EU Europa NANDO website

If a Product is covered by the Construction Products Regulation ( CPR), e.g. Timber Cladding, Structural timber,  it must be CE Marked to the relevant standard, for example, timber cladding has to be CE Marked to BS EN 14915:2013 Solid wood panelling and cladding. Characteristics, evaluation of conformity and marking.

In the example above with fire treated timber cladding, it will have to be in Assessment and Verification of Constancy of Performance (AVCP)  Level 1+ or  1  Category. AVCP Level 1+ or 1  are the highest levels of conformity due to the high safety risk of fire application. The systems will need be checked and verified by an independent 3rd party Notified body, notified bodies in the EU are listed on the  NANDO database.

If the cladding was not fire treated as part of your requirement, this would fall into AVCP level 4 which is self-declaration of the performance by the manufacturer and no need for a third party.

Checking that your product is CE Marked if it falls under the CPR is the easiest and quickest way for an end user to check the conformity of their product on delivery. The CE Mark needs to be shown on the product delivery/Invoice paperwork or labelled on the product.

Every CE Mark will have a more detailed document known as the Declaration of Performance (DOP). Any queries, complaints with CE Marking of a Product covered by CPR in the UK the enforcing body is through Trading Standards.
